Werkschutz/Werksicherheitsdienst (factory protection/factory security service) personnel were employed by the company whose security they provided.
The uniforms and insignia for WS/WSD personnel working for companies belonging to the Reichsgruppe Industrie (RGr. I) were standardized (and included the pictured cap eagle), while other companies used a wide variety of individual uniforms and insignia.

The same cap eagle, by the way, was also worn by Werkfeuerwehr (factory firefighting service) personnel.
