Is it a letter at all? is it just part of the design and made to look like a stylized ribbon?

That's just a stylized ribbon, not a letter...The needle may be a replacement as well.

It's a ribbon, not a letter.
As Glenn said, this version of the badge (without the "R") is the post-war version.
It is, however actually not a "1957" version, as this badge did not fall under the regulations of the 1957 law.
The circular "R"-device was the symbol of the Reichsverband zur Zucht und Prüfung deutschen Warmbluts [National Association for the Breeding and Testing of German Warm-Blooded Horses] and also featured on the other badges awarded by this organization.
Note that the reverse of this badge bears the abbreviated name of that body's succesor-of-sorts, the Zentral-Kommission für die Leistungsprüfungen von Warmblut- und Kaltblutpferden [Central Committee for the Performance Tests of Warm-blooded and Cold-blooded Horses], which was founded in the early post-war years. (Around 1949, I think.) Opposite that is the name of the badge's manufacturer, Steinhauer & Lück of Lüdenscheid.
