    I've been offered the chance to buy this for the price of a good drunk
    I really don't know what it is and my research so far has yeiled naught

    the badge itself appears to be plastic (celluloid?) and has the 3 axis powers plus spain and the inscription on it is Wir Eampen Gegen Engeland

    I believe this would fall into the "tinnie" category.

    so not necessarily an official military badge. perhaps the kind of thing sold to family and friends of service members? perhaps something to the crew of a specific ship to commemorate a voyage or a regatta?

    A patriotic pin for civilian use. A cool design. Certainly authentic. I've seen this type of pin with submarines, airplanes, etc. instead of the warship. If you look closer, the words actually read "Wir Fahren Gegen Engeland", as in the famous song. "We sail against England".

    so a good solid buy at 85 dollars but not a great deal at that price.

    When they come up, they generally run in about the hundred dollar range, so 85 bucks is not all that bad.
