Hello there. I just want to share this nice thing with you. I did not find anything on the forum about it.
It's up for auction but I do not have the money for it.
The seller claims that the award is very rare and I think I believe him.

"Internationaler Kinderschutzkongress" means "International Congress for the Protection of Children".

The first such congress was held in Brussels in 1913. This item is for the congress held in Frankfurt from 12 - 18 June 1938.

It's surely not an award but an elaborate badge for participants/delegates.

I cannot comment on authenticity.

I have found on the Hessen history site that the meeting took place.
Internationaler Kinderschutzkongress in Frankfurt am Main, 13. Juni 1938

So I am assuming it is what one of the delegates would have worn.
