"Internationaler Kinderschutzkongress" means "International Congress for the Protection of Children".
The first such congress was held in Brussels in 1913. This item is for the congress held in Frankfurt from 12 - 18 June 1938.
It's surely not an award but an elaborate badge for participants/delegates.
I cannot comment on authenticity.
