Need help with tunic

Can anyone tell me exactly what this tunic is? Is it original? What would be a good price for it?

Reichsfinanzverwaltung. Note the shoulder board cyphers.

Is this from a dealer? I get that "put together feeling". Not the tunic itself, but the small details. The ribbon bar is for a War merit 2nd Class with swords. The medal is a War Merit 1st Class WITHOUT swords. The dude either got swords or he didn't. I hate when people get small details wrong. Maybe I am just too anal about my tunics.

I kind of got that feeling too, but I thought that perhaps the owner had received both awards; or would that have been impossible?

It is being offered for sale by an online dealer, but I can't remember the name. If I come across it again then I will post a link here.

I would think that either his war merits should both have swords or both not have swords. If there was a wound badge I could see that MAYBE he got wounded and moved into his non-combatant role. I think the dealer put those on. The only other time I see combat and non-combat awards together and it makes sense is when the individual was a WW1 veteran with WW1 combat awards and WW2 non-combat awards.
