Two different colors,both look good.One has a tag the other looks like it was cut out of a dark blue tunic.But just may be the backing material, is this how they were manufactured?

Thanks Rossi and Brian for the info!I wasnt sure on the black one,appreciate you looking this up ,I dont have any reference books on these.
For today an exception for me!
This image would have given the normal answer:
black ribbon and light letters = headgear (kepi & field-cap);
light ribbon and black letters = worn with the arm.
Of course there are photographs showing otherwise,
but largely the rule was said as above and as said
with the image, shown below:
By the way: the RZM tag is from Ewald Vorsteher.
