Hello. The black on the swas imo would be more likely seen on a civil service cap. My opinion is postal workers. It is early and origional. Best regards.

Postal eagles are looking in the other direction .
How come some are looking to the right, and some to the left?

Hello Will. I believe it basically comes down to era of manufacture. Generally speaking (I think) left side facing eagles are typically seen on early national symbols..eagle swaz and wreath. There are several variations of cap insignia (the national symbols specifically) seen throughout all organizations, political, civil, and military branches throughout the TR era. Also the lack of any RZM marking would also be indicative of what most may or would consider "early" era. And as stated I think the black seen on the swas would be more commonly seen on civil type caps. However this is a very common badge and would of been plausibly used by several organizations. I'm glad to stand corrected but this is at least to me the best of my knowledge. Best regards.
