Appreciate the education on this gentleman! I thought it may have been early NSKK, but the fact that the top ribbon was not present threw me off. Must be a political eagle like you both have said. The eagle that I have appears to be off of an early political vehicle pennant.

A similar eagle was used with the pennant for the Hilfszug Bayern, BUT there it had
a lettering in a second circle. The HZB was a part for the Reichsleitung and subordinated
to Goebbels in late 1934. It's members came from the SA-district of Hochland. Later the
HZB was a part for the NSKK or better said manned by them.
