RAD boards?

Are these RAD boards with candidate tress? Some info would be greatly appreciated!

I cannot positively identify what they are, but they are definitely not RAD boards, as the colors are completely different.
(1936-pattern RAD Unterfeldmeister boards are of the same basic construction, but they had brown center cords, black chevrons on the outer cords and no Tresse loop. The Tresse, too, is not a pattern used for the RAD shoulderboards or sleeve insignia.)

Could they be police justice? The construction is pre 45 for sure.

Not justice/penal service (as far as I can tell); my guess would be they are from one of the various state police forces. Like I said, I cannot come up with a positive ID.
