Yes, I have seen it too. But then it was when the weather-situation was very cold.
It then happened on orders of the High-Command for the district or area.

The district my war room is located in is very cold much like in the picture below showing these boys marching in the snow with greatcoats. This will be the weather the soldier will have to endure year round. As high command the budget cannot acquire proper cap at this time. He will need to follow the regulations under my orders Thanks Wilhelm.

Thanks for the photo with greatcoat. As with the others
I know about, again there is snow!!

Here neither the Kaffeebohne is worn, but either the
skiing cap, the winter cap or the Einheitsfeldmütze,
as far as I can see. If so the photo must be dated 1942
or later for the both last.
