    It"s a Reichsbaln (German National Railways) collar , not sure of the rank IE pay grade .

    It's a 1941-pattern collar patch in the "horizontal" orientation for wear on closed-collar tunics.

    With the Reichsbahn, collar patches with alternating piping and no oak leaves beneath the "winged wheel" device were worn by officials of pay groups 17a through 12.

    However, silver (as opposed to gold) piping and devices mean that this was actually not a collar patch for the Reichsbahn, but for one of the nichtreichseigene Eisenbahnen, i.e. the private/small railways not run by the Reich.
    Surely, different pay group designations were used by those, but anyway the collar patch is for Beamte und Angestellte des einfachen Dienstes [officials and employees of the basic career group].

    HPL2008 is right:
    nichtreichseigenen Eisenbahnen, known as Privat- or Kleinbahn
    (Privatbahnen des allgemeinen Verkehrs und nebenbahnähnlichen Kleinbahnen).
    In my opinion CG does not known the actual difference, StuG III.

    In "UM" from May 1, 1941 (number 9) it is actually said:
    zu mindest ist zu fordern , dass die Privatbediensteten an ihrer Uniform wie bisher
    silberfarbige Knöpfe und Abzeichen - im Gegensatz zu den goldfarbigen Knöpfen
    und Abzeichen der Reichsbahnbediensteten - tragen.
