I can't comment on the insignia but found this out and thought it was quite interesting:
"Due to the political situation after world war II, "Saarlandish Red Cross" was independent form the German Red Cross from 1947 til 1956."
So it is probably post war?

Definitely not from WW2. During that period, unit-/agency affiliation within the German Red Cross was displayed by triangular patches bearing a national eagle and the respective designation.
Whether it is from the 1920 -1935 or the post-1945 period, I do not know.
