Both groups of men are members of the Deutscher Luftsport-Verband (DLV).
The first picture was taken earlier. The second one is from the time after the Luftwaffe had gone out of hiding and become official in 1935, with the remains of the DLV carrying on for a transitional period with altered badges and insignia, before the DLV was disbanded and its role taken over by the new NSFK in 1937.
By the way, the men in the second picture (or at least two of them) are balloonists: Note the Ballonfahrer [balloonists'] sleeve badge worn by the man on the far right and the Freiballonführer-Abzeichen [badge for pilots of non-tethered balloons] worn on the right breast pocket by the man in the middle.

To me it seems the first photograph is Luftwaffe in its earliest stage,
in 1935 just when they became official (maybe about April or so).
For a period of time old insignia was worn with new insignia (the
collar patches)
