My initial guess would be for a privately owned commercial airline pilot's visor wreath produced in gold bullion. Any thoughts on this obscurity?

I've been doing some searching...Here's a Lufthansa version...The brass Swastika device appears the same type...Civil Aviation Insignia is a field I have yet to study at length...
    cheers, Glenn

    hello william

your insignia is a 'reichsverband deutscher flughäfen' for the ground personal.

your version is the first one the second version as the lufthansa except the lufthansa kranich therefore it was the symbol of reichsverband deutscher flughäfen. the second symbol is similar to the deutsche luftfahrt gmbh i don't know if you are fimilar with it
