I can only decipher ??? Geräteausgabe u. Sammelstelle ???pfalz. i'm not sure of the beginning abbreviation but it could be Frw. (Freiwillige but that doesn't make sense really) The last word is the name of the location.
So, the stamp is for an Equipment (appliance, hardware ??) Distribution and Collection point for something.
The lion with the double tail is not Belgian. Perhaps it's the location's emblem.

I know that the state of Hessen has that rampant lion on its belt buckles (not the "twin" type tail though). So does Thuringen and stadt Braunschwun....Does that ring a bell? Pommern also uses a rampant lion but it looks different.
It's not an armband that I recognize.....

Hey, folks. Not my area of expertise, but could be a Galician emblem (Ukrainian volunteer forces serving under the Wehrmacht).
I found this pic on the net of a Galician volunteer. Note the buckle and collar tab insignia.
And that also could be a good third reich eagle stamp but it isnt!!
