Unknown Shoulder Board

Article about: Hi, I have this shoulder board but have no idea what it is, might not be German or even WW2. Wondering if anyone can tell me what it is?

    The base color is the under color. The facing color is the center of the board. From as far as I can find, a Vet would wear an eagle the same color of the branch he was attached to. So a rural Vet would have an orange eagle, a city Vet would have a green eagle and so on. But everything you said in the first half of your paragraph is correct, the tabs, boards and eagles should all match.
