A nice eagle, IMO. Could the persons wearing the cap with this kind of eagle, also have worn a Werkluftschutz patch/sleeve insignia?

as far as I know yes, when you mean the patch as worn with
this copy of a photograph, published in the UM-magazine from
December 15, 1937 where the uniform for the Werksicherheits-
dienst was discussed and with another page the eagle was
shown: Die Uniformierung des Werkschutzes der Luftfahrt-
betriebe. Als Mützenabzeichen wird ein stilisierter Luftwaffen-
adler mit einem Schild in den Fängen getragen.
That is the one I mentioned. I just didn`t know the right words to use describing it.

I must say that sometimes also a state eagle was worn by Werkschutz, or a uniform
that did not have the arm-patch. I think it all depended on what Werkschutz one was
serving for.
Or as I can show a Luftwaffe-eagle, when serving for the Generalluftzeugmeister.
Werkschutz/Werksicherheitsdienst is a very nice and interesting subject to cover!
