The cap is a military cap, of course, but the jacket he is wearing bears no insignia that I can see and doesn't look military to me.

I guess you mean the German National Hunting Association. This fellows hat looks different than ones I've seen in photo's on the net.

The eagle is the civil pattern over a national colors cocarde. It is not a military cap but likely something worn by members of a hunting association.
