Yes, is is an official Winterhilfswerk badge of the Reichstrassensammlung in March 1934. Produced by different manufacturers in Lüdenscheid, 6,530,000 pieces were issued. Pos. 014.3 or 014.4 in Tieste WHW catalog. This is a more common type, with straight bars in "3". Badges with round "3" are more scarce.
