This abbreviation did exist, too, but it has nothing do with this sleeve patch: A Heeres-Verwaltungs-Dienststelle was an office of the German Army, whereas these are sleeve badges of the German National Railways.

HPL2008 is correct. Occasionally HVD is wrongly explained as Heeres-Verkehrs-Direktion in relation to Deutsche Reichsbahn.
The Heeres-Verwaltung-Dienststelle has indeed nothing to do with Reichsbahn.

The cuffband, introduced February 3, 1941, was worn for a very short period of time only along with an eagle (without any indication)
upon the upper left arm, and was again abolished soon thereafter July 3, 1941 when it was replaced by the eagle with indication.
