The railway was a civil organization and so there were no ranks per se; just officials. This buckle (1940-1945) was worn by railway officials of pay grade 6-17. Hope this helps.

Most of the nickel Bahnschutz are Assmann but the larger ears, longer prongs and the smooth reverse might make this one a Overhoff & Cie.
