I'm sure i've seen a photo of a Heer soldier wearing a Weimar buckle!...
Nice early nickel buckle, you will probably find that the soldier was in the Weimar army and when he joined the WH he probably out of pride kept his old buckle, being the "old sweat veteran" just my thought as a an ex soldier
