My first impression is that of an old buckle with it's roundel replaced in modern times? The roundel and it's solder spots look to be newer in age than the buckle. But, I could be totally off course, naturally.

IMO it is made from original Roundel and box but new time replaced .
The roundel affixed the wrong way ..........

The roundel shows a motive of a brooch from the RFB: Roter Frauen-und Mädchenbund. Women from the RFB with belt and buckle? I have never seen a period photo, that shows such a buckle. Fantasy?
I must agree with the rest, I also believe the roundel has been re soldered

BEWARE of any buckle sold on ebay from Köln, when it comes to interesting Weimar buckles. There is one guy operating under some 3 or 4 different ebay names. I just have been fooled by a Weimar catholic Pfadfinder / boyscout buckle. Lucky me, I could return it, but if he would not have taken it back, I maybe have brought it back personally. Something, fooled overseas collectors can not do, so easy.
Check this RFB roundel, looks to me like a cast molded one.
