That is what it is listed as. Not a buckle guy, but I guess the paint is what makes it Kriegsmarine? Probably coastal art.

Late war Heer buckle by Bruder Schneider, Wein, these late war blue buckles were classed as KM buckles for some reason, same as the blue Overhoff ones

Dealers like to classify them as Kriegsmarine Costal Artillery but that is so they can ask more money. I wouldn't pay more than $90-100.
