One of my books says the blackened buckles were TR period and the silver buckles are post WWII. I have a silver Thurengen buckle with the lion and swastika so this might not be 100% correct. Thurengen is the only Feuerwehr buckle with a swastika.
I would think the blackened buckle were for the service uniform and silver for the dress uniform. Forestry buckle worked like that.

Per regulations, these buckles were supposed to be burnished. From your photograph showing both buckles' obverse, it seems remains of the burnish can be seen in the deeper areas. One can find this type of buckle in more or less bright silver and gold colour as well. Scarcer than the regulation pieces perhaps, but not adding to value in my experience. Still, two very nice buckles!
