To me it dont look 1900's, and the maker was at least active around 1840 but I'm just guessing here.

Interesting buckle, looks like an early Turnerbund buckle and probably a cottage industry made one, as to year no idea to be honest!

A Butcher's-Guild Buckle...
I also believe the top buckle is an early Turnerbund...I suspect late 1800s/early 20th Century, Pre-WWI...
