Hello,
these "roll bar" buckles are private purchase ones intended to be worn with the walking out uniform
They can be found either in brass or tombak, and they were worn on a thin fancy lacquered leather belt lined with cloth of the same color as the uniform, mostly dark blue

They are usually of better quality than issue models, with very detailed medaillons but of lighter construction
