Here's a photo of the Danzig Flak Badge being worn. Note that the men aren't wearing Luftwaffe Eagles on their Fliegerblusen...(?) Clicking on the photo will provide a closer view of the badge...

That's perfectly normal for pre- and early war photos. The national eagle was ordered for wear on the Fliegerblusen of NCOs and other ranks per order dated 1 October 1940.
