Genuine die to make a insigna. Not German WWII related. Thise sort of die's where used worldwide sinds the early 19th century until now.
Thise is how a complete die set should look like! (!!not necessarily, the one you show up front is the main die!!)

Have uploaded a better image after cleaning it a bit.
We now know it was produced by a German company so we can asume it was either intended for German use, or for a foreign client or maybe even an experimental sample for an item that was not accepted at the end by the end user? ?

"The mould for punching medal shows a fist supporting an axis with two wheels and electric thunderbolts.
It is the typical symbol for electric railways and was used during the 19th and early 20th century by various companies."

    Maybe this can help?

    Wish I could help ...
... but at a closer look in order to decypher the letters, it came to my attention that thise might not be a die at all!
Maybe a casted copy of a die! It appears (on the picture!!)to be to rough and badly finished (the freckled zones, seems like air pouches onlay) . As if it was made of lead. A hard sort of lead as used by printers.
