Genuine die to make a insigna. Not German WWII related. Thise sort of die's where used worldwide sinds the early 19th century until now.
Thise is how a complete die set should look like! (!!not necessarily, the one you show up front is the main die!!)

... but at a closer look in order to decypher the letters, it came to my attention that thise might not be a die at all!
Maybe a casted copy of a die! It appears (on the picture!!)to be to rough and badly finished (the freckled zones, seems like air pouches onlay) . As if it was made of lead. A hard sort of lead as used by printers.
