Joe,
I believe that the two long service ribbons are for the army. Recipients always wore two medals, except for those with four years of service. Different lengths of service above four years were signified thus:
Gilt eagle and silver eagle - 12 years
Two silver eagles - 18 years
Two gold eagles - 25 years
Two gold eagles, the first with a gold wreath - 40 years
I'm afraid I don't know what the second ribbon is, but I'm sure an expert will be along soon.
