Kriegsmarine Tassle?/ Streamer?

I have had this in my collection for many years. Bought it from a walk-in visitor to an Allentown PA show in 70's. The woman had a brown paper bag with some maps, HJ knife and this thing. It measures ^7 ft. in length and the same width as a KM cap band streamer. Any info would be appreciated. Thanks once again...Frank

Hey Frank. I don't really know much about this but it is Kaiserliche Marine and not Kriegsmarine. Sorry I don't have more for you.

It's not an official cap streamer. This is a commercially available item for conscript sailors nearing or having just completed the end of their active service. The (rhyming) text translates as:

"We served together in joy and sorrow, but this doesn't last for eternity.
Now we are sailing towards home, for finally the reserve has its peace."

The last part of the text is a variation on the well-known "Reserve hat Ruh", which is a proverbial slogan found on many items for discharged conscripts/reservists.
