The first ribbon is the Die Medaille zur Erinnerung an den 1. Oktober 1938 and the second is for a long service medal.

The long service awards took precedence over the Anschluss medals; so, yes.

(Assuming that it is simply a flipped image as opposed to an eagle device from Bizarroworld.)
