There is no such thing as a genuine Balkan shield.
These pieces are post-war fakes based on a known design sketch by Benno von Arent dated 7 March 1945. Nothing more is known about this, but it would appear that the design was commissioned by the FHQ due to plans to create such an award.
However, the Third Reich collapsed soon after this, and the Balkan shield was never instituted, manufactured or awarded.

Too bad that they did not manufactured this shield since I like the design.

And let's not forget the ever-popular "Arnheim" and "Budapest" shields.
(At least the Stalingrad shield was actually projected to the degree that they had a design contest going on, but the project quickly got cancelled after the 6th Army's surrender.)

About "Arnheim":
Maybe some "confusion" arose when for the Reichsarbeitsdienst
a decoration was introduced for "Arnheim": a cuffband and also
a Fahnenband for the flag.
It is possible some thought also for other forces a decoration was
authorized. See the document.
