Sorry to bring a negative vibe to the party but in my opinion it is a cast copy of the real thing. Not very good at that. Details are lost on this piece- best seen in the wreath on the right side of the verso- definition of it is nowhere close to the real medal. In fact I can't even tell where the leaves start or end.
My guess would be lead or lead alloy copy.

The piece Matthew posts is a very clean, crisp and mint looking award so maybe comparing with a more worn example would be beneficial.

I'm sure there is more than one maker too.

I believe the piece posted by Gibello is good but no harm in seeing what else is out there.

I would have to agree with Matthew on this one. Just looking about at a few other examples, the leaves on this one-particularly on the right hand side of the wreath on the reverse side-are terribly crude. In some places, it is difficult to even make out their shapes at all, and in others, what Can be seen do not look even vaguely like oak leaves. I would give it a thumb's down.
