During the war, retail distributors for awards had display boards to show potential buyers what types of products they offered. The recipient of the award could go purchase an additional decoration as long as they could provide proof they were awarded the decoration, i.e. via award document. I was simply suggesting that this could have been a display piece if it were period, and produced in a lower-quality metal rather than 900 silver.
After the war, wartime manufacturers of awards would sell their display boards to souvenir hungry GI's stationed in Germany during the occupation.
