rosette

I have few order rosettes like attached. It is plain red ribbon with a metallic dead skull in the center. Is this German ?

I have to say I've never seen anything like this before and the skull looks a bit strange. Perhaps you could try posting it in the Imperial forum to see if the guys there could help.
