There is an identical Badge for sale at the german"LOMAX MILITARIA" - site for 40 Euro.
it is posted as an " ältere Sammleranfertigung" ( = older item made for collector).
So it seems to be a postwar fantasy item.

i can tell what it means. It reads:
1938 / SA- GRUPPENWETTKÄMPFE /GRUPPE HOCHLAND / FÜR TREUE DIENSTE
that is in english:
1938 /SA GROUP-COMPETITION / GROUP HOCHLAND / FOR FAITHFUL SERVICE
This fantasy badge is very obviously insipred by the " Eichenlaub" & "Schwert" of the " SA - Sportabzeichen.
I believe the central badge is based on a tinnie,
but the whole thing looks contrived.........
