The difference is really only in the inscription on the back. I'm not really well versed in the particulars but it is my understanding that these were "owned" by the SA, thus as the responsibility of issuing departments changed so did the inscriptions.
This is a massive oversimplifiction so please let others correct me if I'm off base on this.
