You are quite right, it is a civil 25 year service medal. If there is any marking, it will be on the ribbon ring.

For what were this kind of medal been given? They also exist for 40 and 50 years... 50 years faithfull service of what??? The 3th Reich lasted only for 12 years...
I would guess buntmetall, not zinc.

The 25 and 40 year grades were awarded for the completion of, respectively 25 or 40 years of service in the public sector/civil service. (For example government agencies, municipal administration and utility services, railways, postal service, fiscal administration, courts, public schools and universities, social security etc. etc.)
The 50 year grade was awarded for employees in the private sector who had worked 50 years for the same company.
That the Third Reich lasted only for 12 years is irrelevant; it was the completion of the service that mattered.
