Probably a zinc Meybauer with obvious repair work on the catch.

I based my opinion on what appears to be file marks and excessive solder around the catch area ?
It certainly looks like there has been repair,and possibly a period repair at that ?
Perhaps some more detailed photo's of the catch area may prove me wrong.

I do not keep up on the current prices demanded for KM awards.
In this case,and despite the repair,i do not think that the value will be "significantly" decreased.
Yes,a loss in value but these zinc Meybauer's are uncommon and very colllctable IMO.Despite the repair it is a fine looking badge for a zinc award,with a good deal of obverse finish remaining.
