It's a '4' which is the PKZ number for Steinhauer & Luck. I'm not sure this is a S&L badge though. I'll look into it when I get the chance.

My mistake, it is a genuine S&L badge with the correct reverse setup and marking. A rare badge indeed, a shame about the denazification and the subsequent damage but considering the rarity of this badge a definite keeper.
