24" PS train eagle

Could this be a post war item like the B & A daggers just for the GI's to send back home?? The maker would have no one to oversee his work and maybe he intentionally moved the markings around ? Were the PS manufacturers destroyed by this time? Man you could just go on and on . What could of happened to the rear mold to cause a man to "finger" the sand on more than one eagle? If this eagle were installed wouldn't there be gaps around the edge because of the poor casting ? Maybe the JE was going to be J&Z , who knows ? I'll STFU now but inquiring minds want to know....
