Hi Ian, the document is regarding the award of a German Cross in Silver and not a promotion document.
From what I can see here, and the scans are not great, I would have to be cautious in giving an opinion as to originality. But I think it may well be good. But you will really need an expert opinion on the signatures, of which I am certainly not!

where would you sugest is the best place to get the signature checked out?
i'm sure anyone trying to sell a fake of any kind would have to have a good story but i was assured it was 100% genuine and the seller had no qualms in offering a 'money back guarantee' for its authenticity.

The signature on the Vorschlag is from General der Artillerie Maximilian Fretter-Pico who was commanding XXX Armee Korps at this time , he was a Ritterkreuz and Eichenlaub winner.
Even though the scan is not good it appears to be his original signature and compares to other originals i have seen,

The signatures of both Diamonds winner Hans Hube and Manstein also compare well to known originals but better scans would be appreciated to tie in dates and other details
