Great photo, I would hazard to guess that these men are just "Payroll" officers nothing more or selling tickets to the show in the tent ?? Hahaha.. JMO G

There's no one I recognize, but then, none of these men are of particularly high rank.
Hamburg - or at least that area - is very likely the location, indeed: The Hauptsturmführer and Untersturmführer in the right foreground wear the cuff title for Oberabschnitt Nordwest, and the officer standing opposite them has the collar patch for the 28. SS-Standarte, both of which were headquartered in Hamburg.
I would date the photograph to the 1936 - 1939 period: The second-model cap eagles and the chained SS dagger seen in the background were both introduced in 1936; Oberabschnitt "Nordwest", too, was established the same year when the original Oberabschnitt "Nord" was divided into "Nord" and "Nordwest". In 1940, it was renamed "Nordsee" and the Name "Nordwest" given to the newly established Oberabschnitt in the occupied Netherlands.
Don't know what specific event it could be, but I agree that this is a ticket counter of sorts.
