It's more of a firearms qualification/certificate.
Austrian weapons permit I think.

Yes a weapons permit but i can't read exactly the type it authorises !!

Yes, it's an Austrian gun carrying licence. (It's not a qualification certificate, and although the photo shows the bearer in military uniform, it is a civilian document.)
The entry is for one shotgun.
Can one make out his full name?

He was one Mr. Josef Hirzi; a butcher [= Fleischhauer] from Burgauberg in the Güssing district.
