Berlin document 1947?

Hi,

I think this might have been issued in Berlin, 1947, some sort of movement permit? sadly I do not understand Russian.

Any ideas?

No idea; the only observation I can offer is that the second language on this bilingual document appears to be Hungarian.
(Unfortunately, I speak neither Russian nor Hungarian.)

I think it is issued in Hungary, maybe Soviet Command?
