It says "Frontzeitung einer Panzergruppe", i.e. "Front Paper of a Panzer Group"; the formation's actual designation apparently not given for security reasons.
Dünaburg, where it was published, is the German name for Daugavpils in Latvia.
The mounted man leading the way for the tank is, of course, the famous Field Marshal Blücher (or his ghost?) himself.

Great info!!! So that is what Blutcher refers too-!! I Did not know of him- Thought it translated to-( The boot) l Also I originally thought the tank was chasing a Russian LOL
