Just got some more info' on the passport holder, who was already issued a previous passport, same location, back in 1942...this one here is from 1944...
Could the added material explain about his duties in Romania?

No.

The first entry states that he was issued an ID disc by Luftgau-Kommando III. This Luftgau was HQ'd in Berlin and covered Brandenburg and Pomerania.

The second entry shows that he was subsequently transferred to the staff company of the Military Governor in the Netherlands.

Nothing in these two entries has any connection to Romania.
