It says:
"Decree
of the Reichs Protector in Bohemia
and Moravia on the Declaration
of the Civilian State of Emergency
of 28 September 1941.
During the past few days, irresponsible elements in the service of the enemies of Europe have committed a number of individual acts directed against the Reich. By means of associated propaganda, these elements have attempted to bring the population of Bohemia and Moravia into opposition to the interests of the Reich.
I expect the population - the majority of which acknowledges the European peoples' predestined connection to Germany as a reality - to not allow themselves to be provoked by these enemies of the Reich. It is necessary for everybody to maintain calm and order and to pursue their everyday work. Protection by the authorities is guaranteed to every orderly person.
I.
So as to protect the interests of the Reich and the population of the Protectorate of Bohemia and Moravia and further to the declaration of the civilian state of emergeny of 27 September 1941, I thus declare, effective of 28 September 1941 - 1200 hrs. - and until further notice the
Civilian State of Emergency
for the districts of Prag, Brünn, Mährisch-Ostrau, Olmütz, Königgrätz, Kladno.*
II.
(1) All acts that disrupt public order and security, the economy or industrial peace as well as the intentional illicit possession of firearms or explosives or ammunition are subject to the martial law of the civilian state of emergency.
(2) This also includes all riotous assemblies, forming of groups, gatherings both indoors as well as in the open air, in public streets and squares.
III.
Whoever fails to immediately notify the proper authorities about their knowledge of such acts or intentions is subject to the martial law of the civilian state of emergency same as the perpetratror.
The Reichs Protector in Bohemia

Although it has been seriously re-warned, a group of Czech intellectuals have been trying to break the peace and order in the Protectorate of Bohmen und Mahren in cooperation with emigrant circles abroad, with smaller or larger resistance actions. it was found out that the authors of these acts of resistance are also particularly at Czech universities. since these elements were seized on 28 October and 15 November for violent acts against individual Germans, "Czech universities were closed for three years, nine perpetrators were shot dead and a larger number of participants were taken into custody. in prague 19.november 1939
